Fred is the director general of the biodiversity management directorate at Fisheries and Oceans Canada.  He joined the Department in June 2019.  Most recently, Fred worked at Environment and Climate Change Canada where he played a leadership role in the development and implementation of climate change policies.  Fred has undergraduate and master’s degrees in economics and economic development from McGill University and Dalhousie University, respectively.
