Born in Brandon, Manitoba, Herb graduated with a Bachelor of Arts degree in Economics from Brandon University. After graduation he moved to Saskatchewan and, while employed with a financial institution, worked in Prince Albert, Saskatoon, Lloydminster, Swift Current, and North Battleford.

Prior to entering politics, Herb was a realtor in North Battleford where he served with a number of organizations. Herb served three terms as president of the Battlefords Real Estate Board, four years as president of the Saskatchewan Team Penning Association and two years as president of the Canadian Team Penning Association. Herb was also a member of the Town of Battlefords industrial planning committee and served as sports chairman with the Zone Seven winter games.

First elected to the Saskatchewan legislature in 2011, Herb was re-elected in the 2016 provincial election.

Herb has served as Minister of Advanced Education, Government Whip, Minister of Environment, Minister Responsible for Saskatchewan Water Corporation, Minister for Saskatchewan Water Security Agency, and as the Legislative Secretary for First Nations, Métis Relationship and Northern Saskatchewan. He has also been a member of the Public Accounts Committee and the caucus Management Committee.

Currently Herb serves as Chair of the Crown and Central Agencies Committee, Legislative Secretary to the Minister of Corrections and Policing, and he is on the government caucus Operations Committee.

Herb and his wife Linda are proud that their three children – a welder, a chartered accountant, and a pilot – are all living and working in Saskatchewan.
